Reuters:

China imported no soybeans from the U.S. in September, the first time since November 2018 that shipments fell to zero, while South American shipments surged from a year earlier

CNBC:

President Donald Trump floated the idea of importing Argentine beef after his administration’s recent bailout plan for the cash-strapped Latin American nation.
U.S. cattle farmers are not happy with what they say would amount to market manipulation to drive down beef prices that hit a record this year.

It's not the proper role of government to provide a global market for soybeans or beef.

Look up The ABCD of Food Ingredients some time. It's not a free market at all.
