I hope this is not true
There is this thing called the Comprehensive Test Ban Treaty we would be violating…but also, why flex the nuclear muscles? It would be an obvious, embarrassing bluff.
Let’s just pretend that is not true.
He did say on an 'equal basis' with other nuclear powers.
So, if others not testing because of that treaty, we wouldn't (based on that statement).
I suspect he just means test new delivery systems like Russia is doing.
But, we do need to pop off a few old nukes to see if they still work, and some of the untested new designs. We should negotiate a 6 month pause to the test ban, or something similar.
