Apparently there was a special election in Arizona which was won by the daughter of the previous representative, and they want Johnson to swear her in immediately. At least, I'm guessing this is what he is talking about.
Johnson says he will do it after the Democrats in the Senate stop voting for the shutdown, at which time the House will return from its extended recess and the swearing in will take place.
So, I guess it could happen at any time after the Democrats agree to open the government back up.
In fact there were two GOP house members sworn in recently during a break - at Christmas, I believe.
