stops gouging by landlords. Landlords in nyc have embedded their guys in office whereby increasing rents and altering laws and rules to benefit those landlords. Increases in leases are by % which grows every year. You have a false narrative on this.

Historically, only privately owned housing is subject to inspections. The government just exempts itself. This is a fast track to sub-standard housing.
