The only thing that really provides a check on the Trump administration's venality is its stupidity. These are dumb people.

btw, there are a couple of cases against DJT that were dismissed "Without Prejudice" just waiting for Trump when he leaves office. They have to do with Jan. 6th's Insurrection, and Mar-a-Lago government documents. Do you remember them?
