The Russians want that cap for one reason: they are going to invade again. And that time they want to face a smaller army.
Zalenskyy must reject that - or call off the whole deal. It just lays the ground for another invasion, one that might be successful.

Historically since the Tsarist, through the Soviet Union and now in Ukraine the Russians have fought without concern for casualties depending on their huge population for fodder. Keeping a tight lid on the population there is little information available on losses and no dissent. Despite President Trump saying he wants to end the killing and western press reports lamenting huge casualties, the Kremlin just doesn't care. .
