The teachers get their high end pensions. Chicago voters hate DJT (they don't know why) so they will vote for candidates that actually hurt the voters. Makes no sense. There are three big reasons why the city and state is in such a mess. Union leadership, the media, the voters. Don't blame the politicians because they don't hide who they are. In Illinois and Chicago, they don't have to.

But leaving people who have earned a trip to the pen on the streets to continue terrorizing their community isn't a strategy to deal with the problem.
Right now, there's an incentive for the dimwits and non-producers to procreate since they get more aid based on more kids.
...and only those who can help support their kids will want to have them...and private charities can take care of any issues that arise.

1) Don't put resources into investigating crimes;
2) Execute more people (or chop off their hands, etc.) instead of incarcerating them;
3) Don't track and report incarcerations as well as the US does.
All three approaches, especially when used at the same time, reduce incarceration numbers greatly. So, the question is, should that be our goal?
Of course we have psychopaths that belong in a cage if they're not CEOs or politicians. But the vast, vast majority of people in prison are no threat to their society. But they may have families struggling without their absence.
All the Chicago city council were all voted in also. The Archdiocese of Chicago is fine with this. So are the business leaders. The state government and Chicago Teachers Union are all in on it. The Chicago media provide cover. The pope met with the Illinois governor recently. You think he uttered one single word about the free abortions, weed sales, gambling and crime in the city? The people of Chicago did this. They've had law and order candidates over the years and did not vote for them. The voters are the problem with no end in sight. Residents are moving in droves to Indiana, Wisconsin, and Tennessee. The voters know who they are voting for.
