It's not the what, but who is doing the what that counts.
Obama...and other Presidents (Bush, Clinton, Biden)...had specific targets who had been the
subjects of deep and extensive investigations. In addition, the strikes were only conducted when certain conditions were met...e.g. there was no likelihood of capture, or avoidance of 'collateral' victims, for which efforts had to be taken to minimize as much as possible...for sure, there was no "Kill Them All" order given with additional strikes to ensure that was the outcome. Furthermore, Obama and other Presidents made a point to brief the Congressional "Gang of Eight" from both parties about those operations without being asked...in addition to getting Legal Counsel prior to the strikes.
Based on information thus far, Trump has no idea who the individuals in the boats are, or whether they are even involved in drug trafficking...and he has "Double Tapped" at least one of those boats to ensure all occupants were killed.
