Zelensky's visit was based more on expressing 'Thanks' to Ireland than an appeal for weapons.
Ireland was one of the first nations in Europe to extend a Welcome to Ukrainian refugees after Russia's attack...up to 120,000...now down to 80,000 given that some have returned home. Note that Ireland's total population as of 2024 was only 5.38M...

btw, a couple of years ago during a trip to Ireland, we visited friends in Kilkenny and heard about how they had repurposed some facilities in order to house Ukrainian refugees...as the following explains, those Ukrainians were very appreciative. This was just one example I'm sure of what drove President Zelensky to speak to the Irish Parliament.
