Sounds like one of his phrases thrown out there to embarrass CNN.
I wouldn't be surprised if he has no intent of "running" Venezuela in the way they, and likely you, are interpreting it. And if he doesn't intend to do that, then he is happy to let CNN talk about it for a week...gives them something to do.
Having said that, I didn't see this coming, so I'll just wait and see what happens. It just seems like he's just done things like this (tossed a bone to the libs for them to chew on) in the past.
