There is a 100% chance that he is referring to a classified capability. It is not a major breach, because anyone watching closely would see we did it, and Trump does not get into how. But still, it was jarring for a president to just throw out that information, and refer obliquely to a "certain expertise" as part of his bragging.
It was all over Instagram, and they must have cleared him to say if, but maybe not.

When my in-laws lived across the ihtracoastal from Trump, I one time tried to take a pic of his motorcade when it drove by, and they triggered some technology that made all cell phones and cameras within a certain area malfunction.
