Rightly or wrongly, law enforcement agents will shoot when this happens. LEO's treat the vehicle as a firearm. If it is pointed at them and advances, they will shoot, and they are never held accountable. She pointed it at them, and advanced. I believe her goal was to continue past him, but she did put it in drive and advanced (the wheels even spun for a split second, so she gunned it) when the wheels were pointed directly at the ICE agent. As far as this instance is concerned, it is as if she had a gun, and aimed it at him temporarily while turning to walk away (although the LEO couldn't know her intent). LEO's will shoot when that happens. If it where a firearm, and it gets pointed at them once, they won't wait to see if it is pointed at them again.
Now, I have often thought that LEO's fire too quickly when it comes to the risk of people using vehicles as deadly weapons, and it seems a reasonable debate to have...set some rules. But this ICE agent did what any LEO would do...again, rightly or wrongly. Heck, even if the LEO is on the side, the will often fire because of the risk of falling under the rear tire. Again, I'm not sure this should be the law, but most states allow that.
If it were me, I would stop and follow the instructions of the law enforcement officers...even if the officers are wrong or are being unreasonable in that moment. I'm not sure why that is so hard for some people to do. The time to argue with the police officer is with a lawyer next to you in a court of law. Now, she won't have a chance to do that because she couldn't or wouldn't follow simple instructions.

I grant broad deference to the agent in this case. He was quick to shoot, but he had a split second to act or not with a TDS nut moving her car against orders and right toward him. I strongly suspect that in the end, this will end up being a sad misunderstanding in that I suspect that the girl was looking at the other two agents to the side, and did not have her eye on the road ahead as she foolishly decided to disobey orders ( she may have panicked). The agent in front acted to preserve his life having to decide whether he should trust this girl or not. The hostile treatment of the agent by these criminals who try to impede federal agents absolutely also plays in to what was going on his mind. Also, the guy should be held to the level of his training, not a Navy Seal.
I suspect the agent himself feels horrible for the girl's loss of life regardless of the correctness of the decision (though I would certainly look at his past record to see if he has a history of bullying/trigger finger).
It is all very sad actually. But TDS is real. We see people act on it over and over with violence, and it was reported (again info is early) that she was present because of her political radicalism. She fit the bill, she acted the part, she disobeyed direct command, she endangered a federal agent, and sadly, she paid the greatest price of all.
