Watch the multiple videos of the encounter...Ms. Good turns her steering wheel to the Left, then
backs up to give herself a better angle to turn Right and go down the street...she then immediately turns the steering wheel hard to the right and accelerates Away from Officer Ross...who is violating CBP/ICE policy by standing in front of the vehicle. At no time does Ross get knocked down or off balance and was able to immediately fire three quick shots at point blank range ...the last two right alongside her.
Ross created a dangerous situation and grossly overreacted to her attempt to flee. It's all there on multiple videos.
When the vehicle was accelerating towards him, he was probably scared and made a mistake.
