Given California's zero emissions standards and exiling all refineries.. what will they be driving?

Auto makers are bailing on EVs in droves and all refiners have left the state.

Fortunately, SCOTUS is likely to rule that California lacks the authority to set standards that are more strict than the federal ones.

I think you mischaracterize the situation w.r.t. EVs

The article you linked says this:

“The cancellations aren't a wholesale retreat from EVs. Each of those brands has next-generation EV models in the pipeline — they're cheaper, longer-range, and faster charging.“

Tesla and Rivian continue to increase output. If BYD gets introduced to the U.S., that could be a game changer.

Many of the U.S. legacy automotive manufacturers tried to simply drop batteries and electric motors into designs based on their ICE vehicles. They have since learned the foolishness of that approach.

It’s not going to be overnight, but gasoline vehicles 50 years in the future will be like horses today. You occasionally see the Amish with horse and buggy on the roads, and horses are still best for certain use cases, but they will be rare.

EVs or Hydrogen powered cars may well be the future... when economically viable.

Mandating them prematurely is just plain stupid.

I consider Hydrogen fuel cell vehicles to be EVs. Still an electric motor/drivetrain/small battery
