If someone is riding a vehicle way too fast in a neighborhood, you have the right to confront. But jumping in front of a moving 2-wheel vehicle is life-threatening for everyone involved. If someone did that to me, I'd happily take a swing as well.
Sounds like this was a place Ritchson rents temporarily, and the neighbor -- probably a homeowner -- was tired of the speed and/or noise by a renter. There are better avenues to handle this, unless you're a moron or someone looking to cash in via lawsuit.

If you have a problem, flag him down and ask him to slow it down in the residential area.
Could “Reacher’s” call out of Trump for who he is be behind this incident?
