My supposition of a motive seems a lot closer to the truth than just an innocent neighbor trying to keep his street safe...;-)...but everyone is entitled to their opinion.

(IF he was riding through the neighborhood repeatedly at high speeds, easy enough to videotape and go to authorities these days. Neighbor decides instead to jump in front of the bike and twice shove the guy in ridiculous physical condition.
