Maybe it's inevitable when enough folks benefit from the scheme.

But ultimately the source for these funds will run out.

this is not a unique, local phenomenon...it's all across the country...including California. I submit that it requires (much) more progressive tax policies at the State and Federal levels...read "Capital in.the 21st Century" by Thomas Piketty...our USA Wealth Gap needs to be reduced dramatically.
