Different cultural & diplomatic attitudes. The West treat MOU as something non binding soft law. But

Asian countries like Japan China South Korea Taiwan treat MOU more seriously, something like quasi-binding commitment to a shared goal. MOU to the western countries is just a beginning to start negotiations. But I don’t know which category Iran belongs to.

From what I hear, this is the problem. IRGC is running interference for any agreement at all.

Meanwhile, the gay mullah is hunkered down with his aides, hiding from everyone, including the IRGC, so it takes days to get any offers, counter offers, or messages to him and his people, then it takes days to get a response. I also understand no cash will change hands, ever, and the United States will not let its foot off the pedal until Iran comes through with its agreement. Let's say they get a treat for every time they play nice. It's the IRGC that's the issue.
