The goalkeeper attempted to challenge the ball when ball was in air. The rule doesn’t allow opposing team to prevent goalkeepers from challenging, touching the ball or impeding their movement when ball is already in air.
Had Paraguay goalkeeper stood there without any movement, then Germany’s goal would be a good goal.
Otherwise the goalie could charge any player, dive and get the call.
It was another example of diving.

Still many teams are “smart” enough to jam goalies without appearing to violate this rule. Arsenal of EPL was so good at this. They scored a lot of goals this way last season.
Regardless of who initiating the contact. In this case Paraguay goalkeeper’s move - his initiating the contact shows his attempt to challenge/touch the ball. You can’t prevent him from doing this. A good goalkeeper should boss the box.
