The goalkeeper attempted to challenge the ball when ball was in air. The rule doesn’t allow opposing team to prevent goalkeepers from challenging, touching the ball or impeding their movement when ball is already in air.
Had Paraguay goalkeeper stood there without any movement, then Germany’s goal would be a good goal.

In EPL they often don’t often call it foul. In my opinion it is bad for game. That’s why you often see so many players crowding the small box before a corner or free kick in English soccer games. Referees have to stop the game to separate them before corner or free kick.
