decision on April, unlike Trump's deal that has escape clause, is unconditional. It just simply tells Taliban and the world that we will leave by 8/31. This is the primary reason why Taliban dare to start their major movement. Biden imposed the withdrawal deadline without any condition. It's complete a self inflicted wound.

WITHOUT condition on end of April. After learning it Taliban began their move immediately, starting from May. Biden has chance to cancel Trump's agreement due to Taliban violation after review. But He just wanted to get out of Afghanistan. So, his new announcement essentially is Trump agreement without any condition but with a delay withdrawal date at 8/31.
