We've been waiting for an alternative plan ever since the ACA was issued. Never has one been presented. Only Rand Paul (who has no sway) has taken a stab at a replacement.
It will get repealed with a promise that a replacement is being developed, which won't happen.
There is no alternative plan. There can't be, without the individual mandate.
As is often said, the ACA was the GOP plan. The Clinton health care plan had an employer mandate; the GOP alternative, from former Bush officials and guys at Heritage, was for the individual mandate. It was the foundation for Massachusetts's plan, and the talking point of the GOP.
Until 2008, when they decided they had to oppose Obama on all points. The administration was stunned, as I have said here before, that there was no effort to work together at all. The ACA passed along partisan lines due to GOP intransigence.
Every single politician in Washington knows that there is no replacement. Trump says he has one. He is lying.
One thing about Dems is that they are totally unified in their stupidity. That gives them the power to inflict their stupidity on clueless voters. Republicans have faction groups of morons. No one gives a shit about fixing the problems- just spouting political talking points.

So many of the provisions are dependent upon other provisions. A promise to cover pre-existing conditions doesn't mean anything if those plans can't be subsidized by others as any such plan would be cost prohibitive, even if available.

How do you do that without some form of this crappy?
No pre-existing conditions denial can easily be twisted to be covered with a state level safety net. The age 26 expansion really doesn't cost insurance companies that much since the vast majority of individuals are healthy and require minimal healthcare. Also, if jobs creation really kicks in and graduates start getting jobs again instead of living in their parents basement, they would be pulled out of that group of young adults and put into employer covered group plans.

In fact most states had high-risk pool prior to Obamacare, which provided health insurance for people whose prexisting condition makes it difficult or impossible find affordable coverage. I believe there are better solutions on this prexisting condition issue than the current one of ACA.
