After the Soviet Union inevitably collapsed the USA made horrible mistakes in our relations with Russia and NATO expansion to their border is only the most recent. In a sense we created Putin, the would be new Peter The Great..
I'm not saying you are wrong, just curious what actions you think could have changed the current situation.
As I see it, both a Republican (GWB) and Democratic (BO) administration have attempted to improve relations with Russia at one time and then given up in despair. Maybe we are not the problem?
Not sure how we could have stopped the oligarchs from stealing billions from the Russian people, or salved Vlad's bitterness and humiliation at the breakup of the Soviet Union. The world is a much better place without the Soviet Union.
It was bipartisan, and wrong.
And it stopped under Obama (although a few countries were put on track for membership, foolishly), but is back up and running.
We also were foolish with the missile defense system in Eastern Europe.

There is no reason to think Russia would not be acting every bit as aggressively with former Warsaw Pact nations (and especially former Soviet Republics - Baltic States) as they currently are with Ukraine, et al. There is certainly a humanitarian benefit to having these nations free of Russian tyranny, even if you could persuasively argue that current Russian aggression is linked to the expansion of NATO (I am not convinced).
Maybe we didn't go far enough. Maybe we should have formally invited Russia to join NATO, and pushed Europe harder to put them in the EU.
Not sure that would have worked either. Maybe the Russian people are just too different from the west to make any relationship work.
