What are your opinions of active duty military members (esp officers) publicly questioning and rebuking their leadership? Is there a circumstance where going outside the UCMJ is noble? If this becomes a common practice how do institutions like the military continue to preserver?

as that term is recognized legally. Outside of that . . . nope. Chain of command. I don't think it is complicated.

I think you are referring to the Lt Col, not a Lt. I do recall the Marine Lt Col tirade.

While I agreed with his sentiments, what he did is not appropriate and he should be punished. Confinement seems extreme, but I'll leave that to others.

He bypassed his chain of command by not bringing up his concerns to his superiors. Instead, he decided to air his concerns on social media. Dumb if he was a career officer. As far as Vindman...he bypassed his chain of command by being a "whistle blower". Both circumstances are considered career suicide as far as the military goes.
