The program was set up by whoever was in the White House in 2007 in an effort to spur citizens to become "Teachers"..."Firefighters"..."Nurses"...etc....and all those good people you categorize as "Moochers" did their part in getting college educations...the "Promised" Program did not...and finally, we have an administration that will honor that commitment.

This program was created under the Bush (GOP) administration...but not honored by the Trump administration....therefore, a new (Dem) administration needs to make good on a promise to citizens who responded in good faith to the PSLF program.
You should know that Tax Policy isn't just for funding the military...it is used to create changes in behavior for the benefit of the greater good...e.g. ensuring we have enough critical 'Public Service' workers who don't get to make "Big Bucks" in the private sector...Teachers...Firefighters...etc...
Redirect your ire to oil and gas companies STILL getting huge tax breaks...you'd think they would have figured out how to run a profit making business by now...don't you?...talk about "Moochers"!

competitive because they limite the enrollment. I came from that tuition free background. In my years, only 10% of high school graduates nation wide were admitted to college (The percentage went up after they reformed in mid 1990s by introducing very moderate tuition).
The point is you can't have both: free tuition and wide open entry to college (low admission standard) like most American colleges. Even socialism doesn't offer both of them.
