diseases we also take steps to ensure that as few people as possible become victims...if the seriousness of the situation gets to the point where the common good is severely threatened, then mandates have been authorized, as has occurred in the past...for instance the SCOTUS allowed 'Forced' vaccination in 1905 for Smallpox in Massachusetts, and an overwhelming number of localities have authorized mandatory vaccinations of kids for measles and other diseases...military personnel are mandated to get vaccinated with a whole host of vaccines depending on their deployment locations.
COVID-19 is another serious disease and will be managed with the same attention to the common good...fortunately, we have vaccines that are manifestly safe, low cost and easily accessible, so there's no difficulty in prescribing them to the population...and real time evidence proves it.

As to James Madison, our country was founded on the principle of individual liberty, inalienable constitutional rights and a limited federal government.
...this sort of thing is not done without serious consideration, and in the case of COVID-19 with over 750,000 lives already lost, the use of mandates has very credible support...moreover, beyond the death toll, we have seen numerous instances of entire state HC systems being overwhelmed...IMO this is a threat to the "Common Good" and warrants the use of mandates if we have another surge.
As for "Healthy People"...we've seen reports of 40 yr olds in tip-top shape dying of COVID...not a lot, but emblematic of the inability to know who is and who isn't really "Healthy"...plus the Healthy ones can still become spreaders to the vulnerable ones...in short, when dealing with communicable diseases...EVERYONE needs to get vaccinated.
This is a Public Heath issue...not a political one...btw, I'll bet Madison's wife, Dolly, would have supported mandatory vaccinations for Yellow Fever, if they were available.

I against mass vaccination as a policy and personally I am skeptical on vaccine's effectiveness and safety. But the reality is most people already got vaxed and their vaccine protection is waning everyday. They need booster for this winter.

Lots of folks were asymptomatic to begin with and many of the weakest died last year.
