Here, A = Trump, B = GOP congress. P(A ∩ B) is the probability of the intersection, i.e. the percentage of BOTH Trump AND GOP at same time, which CNN didn't poll as a separate field (event).
You have to understand the following
1. Since CNN poll made Trump, Rep congress, Dem congress… separate entry fields, i.e. only one field should be filled as the most important factor caused shutdown, they are mutually exclusive (cannot occur at the same time). The math only works on mutually exclusive events.
2. The rule of addition for mutually exclusive events in math is not that simple, i.e. P(A ∪ B)= P(A) + P(B), as you understood. It's P(A ∪ B) = P(A) + P(B) - P(A ∩ B). Since CNN didn't poll on P(A ∩ B, that means you won't know P(A ∪ B) , it will certainly it be less than 47%.
3. If the plus sign "+" in your "Trump + GOP Congress = 47%." isn't intended to mean the union of Trump and GOP congress (i.e. either Trump or GOP congress), instead, you meant the "+" is both Trump and GOP congress, i.e. you meant P(A ∩ B), which is the probability of the intersection, not the probability of union, then you have to apply the rule of multiplication. P(A ∩ B) = P(A) P(B|A). But CNN didn't poll P(B|A) either. So, you still don't know what you want to know. But It certainly is less than 47%.

You have to use the correct formula, the rule of addition for the probability of the union. This is determined by the way the poll designed (as I said in first post, Trump, GOP, Dem... all are mutually exclusive fields in this poll). This is just 101, very basic. Go to ask any regular person/student in person, who had this math education, he/she will explain it more clearly to you.
Put aside the math, please just use common sense. If it is such simple as Trump + GOP Congress = 47%, why CNN didn't point it out? because they know math doesn't allow them to do it. it's going to be a fraud if they do.

The Dems have been relying on the MSM to paint every shut down as the GOP's fault since the 1990's, and the weak-kneed GOP has capitulated on every occasion since.
Schumer and senate Dems had a budget deal in front of them. They said "no" because they demanded that DACA be included in it as well rather than as a separate stand alone issue that they know is not popular enough to pass on its own merits.
Dems and the MSM have been holding the GOP hostage since the 1990's with this political tool. I am glad we are shut down (all vital services continue). The longer that they are down, the more the country will realize that there isn't a difference and that most of the supposed critical govt functions aren't really necessary. It is time to end this practice by calling the Dems bluff and putting trump's Twitter power against the MSM.
The failure to approve the CHIP program is absolutely egregious. The Dems wouldn't support it on its own nor as part of the budget. The want it included with DACA to give their own political needs a boost. DACA is really about chain migration, and chain migration is really about the development of huge numbers of future dependents who will vote democrat.
