Herd immunity and more mild variants are occurring as we speak. Covid will eventually have the same impact as the flu. By June (after school ends) the official narrative will shift away from mask and vaccine mandates. And some officials will study the long-term health impacts of the hastily-approved "Trump" vaccine. Meanwhile, the months leading up to the midterms will mark a re-opening of America. As we see with the mask mandates science is political.
His point is that the restrictions and mandates are only going to stop once the public decides that we're done with them. Thrown out there was 2/1.
Which is weird. People in government are people too, believe it or not. And they generally don't like to do things that are exceptionally unpopular.
The right believes that people's freedom should be priority #1, and that a health crisis that requires any infringement on their freedom should be done hesitantly and with a continuous eye on when those infringements can be lifted.
The left has largely behaved in the opposite manner: Rather than looking for data that allows the infringements to be lifted, looking for justifications to keep them in place. In other words, until there is zero risk -- an impossibility long before 2020 -- we won't lift restrictions on your freedom.
It's a badge of party affiliation to happily wear a mask wherever.
Whenever I hear that, I want to punch someone.

Hospitalizations are not growing nearly as fast as cases. And deaths are flat (delta is still killing people).
We’ll see.
Delta was.

Just having a little fun.
Maybe he's holding out for the "Hillary Clinton Deal" that she negotiated when she held all the cards after Bill's infidelity. (Unlimited DNC support for seeking the presidency including plum positions, insider information and favoritism at all times.)
We couldn’t have done it without you. Party on, America!
