While we can't really know what is going on, if Giuliani is to be believed the president's lawyers have agreed to an "interview," provided that Mueller agree not to ask questions about obstruction of justice. Mueller will not agree to that -- criminal defense lawyers do not impose conditions on prosecutors. Mueller's play, then, is to subpoena the president to testify to a grand jury.
That will result in two years of wrangling in court. It will be interesting to see if the Supreme Court will weigh in, and if so, whether it will follow precedent and direct the president to honor the subpoena. That will be a huge credibility check for the Supreme Court. My prediction is that the Supreme Court will order the president to honor the subpoena.
The political issues, of course, are huge. But to remove the [politics (if you can), the situation is that the lawyer (Giuliani) has a client who, to be kind, trends toward hyperbole. The thought of Mr. Trump testifying to a grand jury, without counsel being present, would be terrifying. He could, of course, simply take the 5th in response to all questions asked, but that would almost certainly result in indictments because the grand jury would view that negatively (technically not supposed to, but reality interferes).
