Against Trump, regardless of how good the deal is for Canada. Trudeau already looks weak to Canadians ever since his trip to India, and any kind of deal with Trump will look like a concession - even if it is just a good deal for all.
Trudeau would also like to avoid giving Trump a political win before the Fall elections. A Trilateral NAFTA agreement may be in danger, and it is possible this will be a 2 way deal. When that threat is made apparent to Canada, it will be hard for Trudeau not too go along despite his own personal situation.
