Sometimes it is. Lots of these people were just too stubborn to leave.
Others couldn't leave their elderly relatives...some had no car...some refused to leave their dogs (shelters don't take pets)...
It's complicated.
These people think it’s fine to play Russian Roulette.
Everyone knew there was going to be a 10 foot surge somewhere on that coast. They were banking on it won’t be that bad were they are. Sometimes they are right. When they are wrong, they are very wrong. That’s not complicated.
I wonder if they let pets on the buses. That is a deal breaker for some people.
Not saying it makes sense.
