You have to go through a long process, drawn out by a single office in DC that handles the arbitration. The employee is also paid during that time, so if you are a manager you do not want to be without a body in a seat for a year plus.
Private sector workers are ten times more likely to be fired than Federal employees. I guess government workers must all be super awesome, and very motivated, or something.

The Federal government has turned into a permanent WPA program. And it includes all agencies. But if you suggest cutting a dollar out of their budget they will scream that services will collapse.
There was some amendment to the budget due to ISIL and other activities that made it, indeed, 21B in 2017.
I'm not seeing the trend you assert. It looks like it doubled from 2001 to 2016. That's not perfect, but its not really bad either.
I don't know how this compares to other functions, and whether the state department has gained or shed responsibilities.
If you are looking for outrageous waste, then I would argue that if any happened in state, it happened in the last two years.
