Lets get this out of the way - Why would the US gov't and the FBI agree to move locations away from central DC in the first place? - that's just dumb; second, why would the agreement with the construction company prospective construction payment be - they could have the old spot in downtown DC as payment for building the new headquarters?
After developing the new building plans, years of discussions on how this would all work, Trump dragged the head of the GSA in to the oval office to tell her, the FBI HQ will remain in its now location and will be renovated.
When she was questioned by the congressional committee and asked if the White House, Trump, specifically, had told her to put an end to the new HQ's outside Central DC and work on a renovation plan, She denied any contact with Trump or anyone in the White House. She said, "that's what the FBI asked for" (to remain downtown DC).
Problem with her testimony is, there's and email chain with specific language noting the change and photographs of her with Trump and other officials in the admin. in the Oval Office discussing the very same FBI HQ's move.
