former Gov. Andrew Cuomo to pay back earnings from the $5.1 million deal he received to write a book about leading the state during the coronavirus pandemic, after the commission previously found that state resources were used in connection with the book's creation.

Most people don't like Cuomo and until recently elected him on his job performance and the fact there was not much out there
better to do the dirty job of Governor of NY. And because of these allegations, he wasn't going to be re-elected.
The conclusion on the dropped charges were - "Soares said that while Commisso
was cooperative and credible, prosecutors concluded that they couldn't prove the case beyond a reasonable doubt."
