By a large margin
This is good for the nation and also why Trump was elected.

...to make sure people that dropped out of high school make good money?

Our overall balance of payments is fine. And we get things for our money - do you think you have a trade deficit with a store when you buy a TV?
Trade deficits are troublesome as long as you don't think about them too much.
When did Trump give 4.5 Million low income Americans a pay increase by forcing 18 states to raise their minimum wages in 2018, some by as much as 10%? Must have been during all the Infrastructure Week fanfare because I missed it.
Meanwhile the Federal minimum wage hasn't budged since 2009 and Republican controlled state legislatures are enacting pre-emption laws to prevent local municipalities from passing their own minimum wage laws.
Yes, quite the Trump triumph.
First, you can't have wage growth without a tightening labor market.
Second, as you can see from his last chart, the labor market for low-income workers is tighter than all other labor markets.
More jobs at the lower levels of earning and education levels leads to higher wage growth.

Wage growth for low income earners is terrific. Love it. It's good for the economy.
But let's not get carried away with claiming this is "why Trump was elected" BS or trying to give him credit.
under Obama? He raised the minimim wage for federal workers and numerous states and cities raised their minimum wage laws as well.
Just give Trump credit. He. Has. Done. Good. Things.
They. Have. Helped. Low-income. Americans.
It is not hard to say.
He talked about it a lot but I don't recall it ever going up. When did this happen?
raised their minimum wages as well.

So Obama did nothing but talk about the minimum wage. The states and cities did the heavy lifting and should get the credit and he tried to take it.
What you're seeing now in terms of low income wage growth is the state and local legislation from 2016/17 taking effect. The credit, as you rightly point out, goes to the states and cities, not to Obama and Trump.
"At least 55 cities, counties and other local governments (and counting) have also taken
action since 2013."
Wage increase legislation is not passed and enacted immediately. It's phased in over several years. And now it's phasing in in big employment states like California and New York.
There is an interesting chart in the report you linked that shows wage growth in states that increased minimum wages versus those that didn't. Obama and Trump were/are President of all 50 states but those states that passed minimum wage increases saw higher low income wage growth than those that didn't. That sort of defeats the argument that the President, regardless of which one you're talking about, should take credit for the low income wage growth across the country. It looks like it's largely been driven by minimum wage increase legislation, which circles right back to my original post.
Now, if Trump were to push through legislation to increase the Federal minimum wage (because there are some states that don't have a minimum wage) then he should get credit for low income wage growth.
Anyway, I've got to go. Just so we're clear, I'm not angry or trying to be argumentative. This was an interesting discussion.
I'm assuming that's how we'd talk if we met in a bar.
Have a good day.
