Other than the Gerrymandering issue, voter fraud is not an issue.
And if we have no gerrymandering, our minorities might loose a lot of their representatives.

How is poll watching voter intimidation? If no one is doing anything untoward, who would possibly be intimidated? I mean, is highway patrol presence on our highways intimidating... for those who do not speed?
I'm sure you also recall that much of the redistricting conducted in the United States in the early 1990s involved the intentional creation of additional "majority-minority" districts where racial minorities such as African Americans were packed into the majority. This "maximization policy" ensured that African Americans could concentrate their power and meant that minority representatives elected as Democrats from these constituencies would have safe seats. Otherwise, as minorities their power was diluted and they had fewer representatives in Congress.
It’s not hard to have computers split states equally by population. Some states already do it.
Gerrymandering is bipartisan (or would be, if Dems held more state legislatures); voter suppression, however, is entirely a GOP tactic. It takes many forms, many of which will be on display today.

I think you guys are exploring ways to alter the rules to win, not to alter the rules to limit the damage when you don't win. That is where you go wrong. A good system limits the damage when you don't win, because even in a rigged system, sometimes the house loses.
