"There is movement in the atmosphere. There’s no question. As to whether or not it’s man-made and whether or not the effects that you’re talking about are there, I don’t see it — not nearly like it is".
This is exactly the view that we all AGW skeptic including you (don't forget you said you are skeptical on AGW too) hold. Climate change is mostly natural, not man-made. Trump is scientifically illiterate. So are most politicians and most posters here. He didn't articulate the scientific issue accurately, neither do most politicians and posters here. But He got the very basic point of skeptic side right. Here is the Trump whole answer to the climate change report question. The 1st point is actually about global political, the 2nd is his view on climate change.

And it’s a massive problem in California.
