Pebble Beach cannot be that much easier in 2019 vs 2000.
Tiger was the only player under par for the tournament in 2000. Look at yesterday's scores.
Current crop of PGA players are just much better.

woods and crappy balls were on par with DJ's, Tiger's and Koepka's.
There's a much larger pool of talent because the population has exploded, there's a lot more money and so a lot more incentive to excel (apologies to my socialist friends who believe that enforced altruism is the key to progress), the training routines are vastly improved, including nutritional regimens (like Tom Brady's) and in golf the equipment is infinitely more forgiving.
In 2000, the leader after the first round was at 65 and second place was 66, just like this year.
In 2000 Open, almost all competitors were still playing with the balata ball and the average driving distance was 273 yards, compared to today's current 293, which maybe 15 of that increase is due to the solid ball.
Course conditions were also pretty soft yesterday. They may or may not have been like that in 2000. Let's see what the final scores are. Remember, in 2010 when the average driving distance wasn't that far behind at 288, even par won.
