That is getting nearly impossible with the new USGA rules. However, I suspect that the Royal & Ancient does not let you drop a lost ball in the fairway with a two stroke penalty.

Also, the new "local rule" does not apply to pros or elite amateur competitions.
Our fourth hole is only 254 yards but a very narrow shoot. Nearly every ball the veers out of bounds does so within 90 yards of the pin. No reason to risk an eight by hitting again when a drop under the new rule typically guarantees a mere double.
Of course, that's a part 3 for the pros on certain courses.
