Judge individual wrongdoing by the individual. Not by a neighborhood or a community or a city.
Philadelphia is a very dynamic city. As Frank points out, there is a history stemming from the Rizzo Administration and beyond that treated minorities as free game for shakedowns and other heavy handed police abuse. Much like many other US cities.
Things have changed for the better.
There is a contingent of some Philadelphia citizens who still have a hostile view towards police, but it is clear minority of the population, most of who are hardworking and law abiding folks, who love their city, love their community, and love their families.
They are good people.

The mental contortions here and elsewhere to paint this as unusual behavior are expected, but also wholly unhelpful. The behavior referenced by WCF are features of the day-to-day life of cops in our cities, and pretending that it's uncommon, or is just as apt to be seen from any group in poverty, is just that...pretending. And the more that we play these sorts of games, the more it all festers, and the more likely we are to have people with less impulse control lash out in anger.
I was not characterizing those who heckled the cops that way. They are thugs.
The vast majority, however, ARE simply poor, struggling peeps. There are plenty of people in those neighborhoods who don’t like the criminals or the crime there any more than you do, but are forced to live with it. Paint with the right sized brush.

2 main factors. General loss of respect for authority and young people with no direction and purpose. Also, in Philly, there is a long history of distrust and hatred for the police in minority communities because of how they use to handle things there. Former Mayor and Police Commissioner Rizzo was particularly responsible.
