In no small role here, the management at Elio’s is at fault on this as the laws here state, in order to dine in a restaurant in Manhattan you must show proof of vaccinations. Indoor and outdoor or in all covered and enclosed dining areas. Only completely open areas, uncovered with no walls is an open space.
