The Steele Dossier was a total fabrication. Total. And that was obvious from early on, right down to the Russian Consulate in Miami.

There was plenty of interaction between Trump campaign and Russian players involved in election interference. Not enough evidence to charge a criminal conspiracy.
Note on page 10 that report emphasizes that information was shielded from investigation, and that unavailable information, if otherwise obtained, may have shed light on criminal charging decisions.
Couple that with report's conclusion that there was evidence to charge folks with false statements -- meaning witnesses lied about their connections with Russia.
