It became a major issue in the late 90’s around the time of Orange’s statement.
Infanticide is allowing a born baby, fully out of the birth canal, to die on the table (or floor, or in the trash can) without medical assistance because the mother wants her to die.
Partial birth abortion and full birth infanticide are two different things. Always have been...at least, always were when the Left didn't think it could justify infanticide. Now it feels safe to do so. It became an issue when the Governor of Virginia said it was ok a year or so ago.
Of course, I think they are all homicide, so no difference in my opinion. They were the ones who always drew these fine lines so that they could allow the legal killings of as many people as possible.

Partial birth meant partial birth not full birth, which allowed them to call it "abortion" instead of homicide (even though it is homicide in actuality); Infanticide was death of a fully born baby...something that everyone thought was homicide until a year or so ago, when the Left started to say it is ok.
