We could staff via a volunteer "National Guard" medical corps - where people could join and have twice a year training sessions.
Volunteers would be given big tax breaks or perhaps student debt forgiven in stages .. based on years of service.
Pre plan for this shit. Much cheaper. Far less disruptive. And .... another platform (like military service) to bring Americans together.
