We are also very ill prepared for a grid attack, an EMP, Carrington Event, multiple nuclear meltdowns caused by either of the previous two, a new Tunguska event, a fourth Yellowstone Caldera Eruption, dirty bombs or nuclear attack (no more fallout shelters).
A grid attack is comparably easy to prepare for, and yet Congress just can't seem to find the money to do it. Why would they stockpile ventilators and personal protective equipment? Apparently, these are problems you handle when they arise. It's just the way it is.
The extent of this was preventable.
No way Congress will fully prepare for any of those events.
Part of the reason is actually reasonable. You measure risk by multiplying "harm if an event occurs" times "probability of the event occurring". If an event has a 50% economic harm, and a 50% chance of occurring, one can reasonably argue that the government should prepare for a 25% overall harm (.5 x .5 = .25). Repeat this for every harm. Then evaluate how to spend your risk mitigation budget based on those calculations. Granted, the closer the probability becomes 100% as time marches on, the more seriously the government should prepare. but, regarding a pandemic, it seems to happen once every 100-200 years, so it is easy for a 2-year Congress to agree to handle that next session.
And, of course, Congress would rather spend money on entitlements, and only fund risk mitigation at a minimal "see we are doing something photo-op opportunity" level. So, like the deficit, being unprepared for these types of events is inevitable, and therefore always the perfect political storm. Put 1M masks in storage, have a photo-op...then, when we need 100M masks, just blame the other guy. (And, interestingly, 1M masks might have been a reasonable amount to have in storage...no one ever talks about the reasonable expected probability of the dice coming up snake eyes after snake eyes are already rolled.)
There have been multiple warnings on this and several near misses.
None of the recent administrations did anything about them.
That is going to hurt Trump.
If you review my posts, I think you will find that I have not so much argued that Trump has been great in all of this. Instead, you will find me picking on the hypocrisy of people who claimed to know what he should have done all along, and criticize him for not doing it.
Mostly, those people had no clue what needed to be done, and are just now using the event as a political attack (which is the point of my "perfect political storm" comment).
And, many of the leaders of the political party of those now critics were saying we should do the very things they accuse Trump of doing. They know that few people will actually go back in time, and compare the public comments of their side with what Trump was doing or saying. Watters did a great intro piece on this last night, showing Lemon, Maddow, Cuomo, DeBlasio, Biden & Sanders saying the very things a month ago, that they are now criticizing Trump for having said a month ago. The hypocrisy is amazing. But, it requires a little footwork to expose it, so most will never see it. They will just waive their political flag when their political leaders speak.
