Sorry, the community has a right to enact any safety measures it deems necessary on its properties. In the case of the skate park, nothing is stopping any private individual from building their own park, on their property and using it as much as they want. But if you want to use the community park, you need to follow the conditions set by the community.

Therefore what happens with the park is up to what the majority of the community (represented through their elected officials) want. No one person has a right to use the park if the community that built it chooses to close it. That's how the commons work. Not surprised that conservatives don't understand this.
