I look at the 'less than optimal' functioning or our current Congress and come to a complete halt on the matter. Hopefully, those are not the kinds of situations we're talking about. I'm also wondering if more frequent meetings between the WH and Congressional leaders...along the lines of the already established "Gang of 8" briefings, might also help 'grease the skids' when it comes to reaching decisions that both sides can live with.

At least, the first few paragraphs did. In general, Congress has given up far too much power to POTUS, and POTUS has taken far too much power.
This is probably going to be the most important issue before our SC.
