Strength is not words, strength is action.
A routine missile test that was already delayed a month ago so as not to "foment nuclear tensions" but which was promised to not be cancelled....is cancelled.
Russia needs to know that we are testing and capable of delivering. This is a necessary deterrent. It will not heighten tensions because it is a routine test, and we need to carry on as such.
Biden shows more weakness. Last week, he made stupid verbal threats which were walked back by his lackeys while he was stuck back in his basement. Now this week, more appeasement.

rolling aide he said that he is disappointed that "heavy aide," is still being processed and discussed in DC, while his people are dying.
Here is an exert from Tyrone's posting above:
"The official told Martin there was concern in Washington about how Russia might react to the strikes."
So it would appear that Ukraine is in a full scale war with Russia but the U.S., whom Zelenskyy believes should be leading countries assisting Ukraine, is standing on appearances and concern for Russian action or inaction. According to Zelenskyy, while Ukraine is trying to assemble countries to join a peace agreement signed by both Russia and Ukraine, possibly including China and India, that would protect Ukraine should Russia break said agreement one, two or more years after signing, the Biden administration is studying whether or not it should take a leadership role in forming any such agreement especially with NATO members. This after all of the self-horn tooting by the administration's spokes-people following Biden's trip to Brussels, Germany and Poland with regard claiming a leading role with NATO.
…..weak appeasement policy never works. Joe Biden is a poor man’s Neville Chamberlain. Pit is exactly why Putin felt emboldened to invade the Ukraine in the first place.

But from what I have read and heard, it appears to be all about not sending the wrong message to Putin thereby escalating the war. To us, this all seems to be in slo-mo because we see the devastation of their towns and cities hourly. And it appears to be our bureaucracy helping slow things down too.
This from the NYTIMES.

besides, even a missile researcher had this to say (from your linked article)...
"Jeffrey Lewis, a missile researcher at the James Martin Center for Nonproliferation Studies (CNS), played down the impact of the cancelation.
"There's a value to doing the tests but I don't think missing one test in the grand scheme of things is a really big deal," said Lewis, adding the Minuteman III was extremely reliable."
