"Mitigation", according to Merriam-Webster, means..".the process or result of making something LESS severe, dangerous, painful, harsh, or damaging" (my emphasis).
A properly fit N95, or KN95 mask can be VERY effective...as evidenced by the fact that medical personnel in highly infectious environments are able to conduct their work all day, every day for years without becoming infected (being vaccinated improves those odds a great deal)...however...as verified and supported by literally thousands of studies, even less than perfectly fit masks of this type will provide a very high level of MITIGATION...i.e. "LESSENING" of COVID-19 transmission...to the wearer...and to others...in fact a study of 350,000 participants by Stanford and Yale researchers...using "Surgical Masks", not KN95/N95 masks...that were certainly not "perfectly fitted"...found significant reductions in transmissibility.
It is absolutely wrong to assert that wearing a KN95/N95 mask has ZERO effectiveness...again, referring to Baron's "MIT Report" on the use of masks, social distancing, etc. in schools...kids wearing KN95/N95 masks were predicted to be able to remain in a class for days with such masks without incurring a "VIRAL LOAD" of COVID-19 "virions" that would cause them to be infected...and enough hours to cover a school day with 'Surgical Masks', which would IMO certainly qualify as poorly fitting KN95 masks.
Also, because every reasonable person understands that few things in life are "PERFECT", we also acknowledge the possibility of infection in spite of mask wearing, so we employ rapid "Testing" of school children, so they can be quarantined quickly, thus allowing their classmates to continue in-person learning...this was also mentioned in my OP as part of the "MITIGATION" strategy.
MITIGATION means reducing the transmission of COVID, so that FEWER people are infected...become seriously ill and flooding our vital hospitals..or dying...it's not that hard to understand.

Childen simply cannot properly wear masks, even if you had the best available. In fact, general population adults, who are far better at it than children, are still woefully inadequate in proper usage as well - even with instruction.
The experts being trotted out by the Biden Admin (Fauci, Walensky, et al) do not have the best interest of the children as their top priority. They have the best interest of the Biden Admin and the teacher's union as their top priority. That's why the teacher's union wrote what they wanted, and the CDC changed their guidelines verbatim to the demand letter to honor those wishes.

But, be that as it may...I have observed my own G-kids and their class/play-mates...with all their laughing during recess (while wearing masks), I couldn't make out how "traumatized" they were, but I'm sure it wasn't too much...as for learning, the G-Kids are doing just fine with their grades and the parents aren't upset either.
On the medical side, I constantly refer to your thoughtfully linked "MIT Report" on how phenomenal an N95 mask can be, so all-in-all, I'm convinced on the Psychological, Educational and Medical levels that kids wearing effective, well-fitting masks during a deadly pandemic (not just for them, but all who come in contact with them) is the WISE DECISION.

From your beloved CDC itself... respirators (n-95s) should be fit-tested at a minimum annually, with each brand/model of respirator used and also with changes in weight, etc... to insure the respirator provides the expected benefit. For those of us who actually work in healthcare, we know kids wearing masks are useless. kind of like expecting they are washing their hands after playing with toys that other kids have handled and they don't touch their face until they do.

Also, I do have a "clue", and I get it from our family ID and ICU Docs who "Insist" that their kids' school have everyone wear masks...they understand the concept of "Mitigation"...you, apparently have yet to absorb it.
