Well, this NSA official's term "offensive hacking" certainly added more confusion. Hacking who? The war is in Ukraine, he meant hacking Ukraine's internet, computers and computer-controlled grid? Whatever, hacking happens all the time, everyday, by either dividual actors or state actors. It's an open secret.
Russian generals, and now bragging about offensive hacking... the pros are in charge!

It invites a response from Russia. Certainly, if Russia were thinking about hacking our grid this summer (for example), this admission made the decision easier for them. It served no positive purpose for him to say that.
